Ministry of Skill Development and Entrepreneurship: Partnership with International AgenciesFor ensuring the skilling fulfills the aspirations of the people residing at the local level, which includes the Panchayat level, the Ministry of Skill Development and Entrepreneurship is emphasizing the empowerment of the District.

Envisaging that District Skill Committee under the District Collector will not only facilitate the development of district skill development plans, but also fulfill the implementations for better delivery, District Skill Committees will work closely with the Ministry, driving skill development initiatives. 

For strengthening the resources at the District level, the Ministry has further introduced the Mahatma Gandhi National Fellowship (MGNF), which is an initiative planned and implemented by the IIM Bangalore, in association with the State Skill Development Missions (SSDMs), through which fellows will be posted in the district for 2 years, who will work closely with the district administration to create specific State Skill Development Plans.

Relevant local and state-level programs will be receiving additional funding under the SANKALP scheme of MSDE, which goes beyond the allocated state incentive grants. The Ministry of Education is executing the Scheme of Vocationalization of School Education under the program – ‘SamagraShiksha’, which is an integrated scheme for school education.

With this scheme, a vocational subject will be offered to Class IX to XII students, in addition to the general education, providing necessary vocational skills for a variety of occupations, alongside creating awareness on the benefits of vocational education.

The National Skill Development Corporation, under the Ministry, has signed a Memorandum of Understanding (MOUs) with 8 countries, which are: Japan, UAE, Sweden, Saudi Arabia, Sweden, Russia, Finland, and Morocco, cooperating in the field of vocational education and training.
